The law might prohibit that, but there is a precedent of assassinations against American citizens with drones, they might be openly affiliated with terrorist groups, but they were still US citizens all the same.
Snowden is too high profile to be "dealt with" in such manner. It would be nearly impossible to label Snowden a terrorist after what the entire world has known about the whole thing, thus impossible to justify the use of drones and execution. Drone attacks will directly be linked to the US and almost be like the US govn't shouting to the world "we executed Snowden". Using drones is like sending assassins wearing US uniforms and waving American flags. That is a method that should never be used in an assassination. The previous cases of using drones on US citizens would more likely to be public execution than assassination.
