You should not underestimate the lowest level man that has access to most all areas within the complex. The trash man would be the prime person to gain info about the complex since he not only has access but he also has general knowledge about all the areas due to names of facilities and map within his head.
He may not know which buttons to push nor procedure of how the complex works but he can draw out a map and give names of facilities and size. A person with in-depth knowledge in facility architecture and engineering can give you the details what the facility can do and pointing out the weak points with that kind of knowledge.
The first Death Star the rebels said the Empire didn't expect an attack from small fighters. They're into their third monstrosity and still haven't learned a thing especially since the First Order faction are a bunch of badasses compared to the Empire. They should have rigorously vetted Finn out because they're suppose to be elite. Yeah and a guy trained as an elite soldier of the mighty First Order should've known what were thermal detonators and not bang on them. Why didn't Finn know how to turn off the shields? You 'd figure if he knew how to destroy Starkiller base, he would know how to turn off the shields himself.
No matter how elite they are there still be the lowest within the ranks especially if you want to operate and maintain a planet size complex. He was also trained to shoot blasters which would be the same as culinary personnel on an aircraft carrier was trained to shoot a side arm in close combat.
The USN probably does train them but do they train culinary personnel to shoot something much bigger, I don't think so.

Finn or rather FN-2187 was "vetted" or rather prevented from having a background outside of the First Order. FN-2187 was a Janissary. The First Order basically Raided the maternity wards of Space they control taking Children to their academy and training them from birth in a systematic process probably based on the same seen in the Clone wars. FN-2187 would have been disciplined and indoctrinated for loyalty. That said nothing can truly prepare a man to take a life.They should have rigorously vetted Finn out because they're suppose to be elite.

As a General rule all infantry are trained on sidearms, and carbines. Officers, SF and NCO's and some specialist roles actually use them though. But as a rule all are trained on M16 and M4. M4 was developed specifically for use by support Personnel like cooks.Actually Sam, I would say that all support personnel are likely trained on the M-4 or something similar, as the M-9, requires a great deal more skill and finesse to employ effectively. Very few troops are issued side arms, most generally officers and special forces.
So then we have established that Finn was a stormtrooper and he had a secondary role in sanitation. now here comes Specialization again. if you watch the original star wars films the people operating the death star and the shield base on endor are not the white armored stormtroopers but black suited figures with oversized black helmets. These people also populate the bridges of the Empire's war ships. I surmise that they are the actual Imperial Fleet. When you see a Black suited figure like the Tie fighter pilots They are the Fleet they are the specialists who operate the super weapons and the Shields. "Stormtroopers" are just that Troopers. They are Ground infantry and ground forces of the Empire. The Fleet operates and maintains the specialized equipment when you see Black It's Fleet.All armed forces personnel in any country learned to fire a weapon (usually basic assault rifles). But not everyone of them will learn how to assault at an objective or any other infantry maneuvers and tactics that requires a great deal of practice and money. So Fin in reference to being a part of an Elite Stormtrooper that has combat training with some other duties as well (including sanitation, heck ALL troops does it whether on or off base) is what Assassin Mace was trying to explain.
