There was an article here, in a broadsheet newspaper, with a headline saying something like The Czech Machines Become Flying Targets :) (the thing is 28 redundant machines were recently sold to Draken

Draken international is a American military training company, they specialize in being used as a aggressor force in training pilots to dogfight. they own a number of aircraft types for that role including Mig 21's.

Would they let you actually shoot down an airplane, after its pilot bailed out? I realized in the meantime those redundant Czech L-159s had not been sold for that much (about one million bucks per piece) ...

No. No one is that crazy or reckless. They fly in close proximity maneuver and use radio and simulation gear to make the "Kill". Just like how military service aggressor squadrons work.

the only live shots are against target drones and even then there are strict rules. That would prevent mixed of live and drones for safety reasons. Multi million dollars per aircraft multi million dollars investment in pilots and personal not to mention the potential that crashing aircraft could fall on a population?

I don't know what's the meaning of this post but I mind you that it was decided on Korean side to possess 6 of those vessels and form 3 fleets with one of them operational and second in maintaince. Besides, talking about matching Japan, Korean ones should get commisioned by the 2022-26 timeframe (or even take it further in time depending on what they will have on hand like radar equipement etc) while the next two Japanese AEGIS euqipped vessels (tested and capable of BMD duties) are perspective of the next 6 years (by 2020).

So no. Nothing like matching Japan. This is what they want for whatever logic might be behind it (operiting fleets with 1xDokdo or whatever will come after it, 1x Aegis equipped vessel, 2x KDX-II (or KDX-IIa variant)).

Yes, but Xinhui and OoE at WAB pointed out that ROKN procurement for the past fifteen years have matched Japanese naval acquisitions, type for type. They've built up a very persuasive case (maybe I'll go dig it up if I get permission from them).
