Philippines to Acquire Israeli Missiles

In the wake of the increased tension with China over a territorial dispute in the western Philippine Sea, the Philippine newspaper Manila Standard is reporting the Philippine government is planning to procure guided antiaircraft systems from Israel.

According to the newspaper, the missiles and launch systems that are being considered are produced by Rafael and Israel Military Industries (IMI), and Philippine Secretary of Defense Voltaire Gazmin is expected to arrive in Israel this week in order to close the details of the deal. The Philippine source who conveyed the information to the newspaper claimed that once an agreement has been concluded, the systems could reach the state within three to six months.

Efforts are underway in the Philippines to upgrade the state's military capabilities, which includes the procurement of new aircraft and naval vessels, and the state intends to procure additional measures and products in the framework of government-to-government deals.

MANILA, Philippines - Naval forces of the Philippines and the United States are set to conduct joint exercises next week in the waters of Zambales near Panatag Shoal, an area claimed by the Philippines which Chinese ships have occupied.“Next week’s joint naval exercises will be just 20 nautical miles from Panatag Shoal,” a senior security official who declined to be named said.The Philippine Navy is sending the BRP Gregorio del Pilar along with smaller ships to the joint naval maneuver called Cooperation Afloat Readiness Training or CARAT. Philippine Coast Guard vessels will also join CARAT. The naval exercise is from June 27 to July 2.

The joint exercise will involve amphibious landing as well as humanitarian activities in coastal areas in Northern Luzon.Panatag Shoal, located just 124 nautical miles off the coast of Zambales, is now under China’s de facto control. Philippine vessels temporarily abandoned the area supposedly to ease tensions with China after a botched arrest of Chinese poachers. Since the departure of Philippine forces, Chinese gunboats and surveillance vessels have been guarding the shoal round-the-clock to keep Filipino fishermen at bay.

It will be interesting to see how this pans out. The 2nd Hamilton Class cutter for the Philippines Navy, outfitted with Harpoon missiles, has not arrived yet, nor will it before these exercises.

However, the first frigate is in service, though it does not have the SSMs. These frigates are outfitted for the Philippine's Navy as follows::

Displacement: 3,250 tons full load
Length:115 m
Beam: 13 m
Draft: 3 m
Propulsion: CODOG (2 x diesels & 2 x gas turbines)
Speed: 29 kn
Crew: 148
Armament:
- 1 x 76mm DP gun
- 2 x 25mm chain guns
- 6 x 12.7 mm MGs
- 4 x Hapoon Missiles (F-16 only to date)
Airfract: 1 x medium SAR helicopter

Last year, the 1st Hamilton Class Cutter that had been transferred to the Philippines Navy and is now their Frigate, BRP Gregorio del Pilar (PF-15) was involved in a standoff at Scarborough Shoal (125 miles from Luzon and claimed by the Philippines, but also claimed as a part of the PRC's claims to virtually all of the South China Sea) with two Chinese Maritime Surveillance Vessels, Haijian 84, and Haijian 75

The Haijian 84 has the following specifications:

Displacement: 1,750 tons full load
Length: 88 m
Beam: 12 m
Draft: 2.5 m
Propulsion: Two Engines
Speed: 18 kn
Crew: 50
Armament:
- Light MGs
Airfract: None

The Haijian 75 has the following specifications

Displacement: 1,150 tons full load
Length: 77 m
Beam: 10 m
Draft: 2 m
Propulsion: Two Engines
Speed: 16 kn
Crew: 43
Armament:
- Light MGs
Airfract: None

As a result of the standoff, the two Chinese vessels successfully positioned themselves between the Philippine's Frigate and several Chinese fishing boats that the Philippine's had alread inspected with semi-rigid launches and was in the process of apporaching with the larger vessel to detain the vessels and crews.

The standoff has continued with the Chinese maintaining a constant presence in the area, while the Philippines regularly checks on them.

I believe the joint exercises are meant to put pressure on the Chinese who are constantly in the vicinity of the shoals now.

MANILA, Philippines—The Philippines has deployed a fresh batch of Marines and supplies to a disputed shoal in the South China Sea where a Chinese warship appeared last month, triggering a new standoff in the strategic waters. Defense Secretary Voltaire Gazmin said on Wednesday the new contingent of Filipino marines replaced troops at the Ayungin Shoal, internationally known as the Second Thomas Shoal, where the arrival last month of Chinese ships sparked diplomatic protests from the Philippines. Gazmin said that the shoal lies within the Philippines’ internationally recognized 200-nautical mile (370-kilometer) exclusive economic zone, or the West Philippine Sea.

The Filipino Marines at the Ayungin Shoal are stationed in a rusty military hospital ship, the BRP Sierra Madre, that the government ran aground in 1999 in what the Associated Press described as “an awkward symbol of Philippine sovereignty.” The shoal is a shallow coral outcrop about 15-km long and 5-km wide. Gazmin said he had discussed the fresh Philippine deployment with Chinese Ambassador Ma Keqing recently. Ma raised concerns that the Philippines was planning to erect concrete structures at the shoal to reinforce its territorial claim, but Gazmin said he had assured her there was no such plan. Gazmin said that he discussed the issue with Ma to prevent a possible confrontation between Chinese and Filipino forces, but stressed that the Philippines was free to undertake any activity in the shoal without notifying China. “It’s ours,” Gazmin said by telephone.

Indonesia will receive its full complement of 16 Korea Aerospace Industries T-50 Golden Eagle advanced jet trainer aircraft between September 2013 and February 2014.The disclosure was made by a company spokesman at the company's chalet.Jakarta ordered 16 T-50s in May 2011, marking the first export sale for the type, which is powered by a single General Electric F404 engine.Indonesian pilots and maintenance crews are in South Korea familiarising themselves with the type.

In addition, KAI is confident of closing a deal with Manila for 12 FA-50s, an armed variant of the T-50. Manila will use the type both for training and as a light fighter/attack aircraft.The company, in co-operation with Lockheed Martin, is also competing against the Alenia/Aermacchi M-346 and BAE Systems Hawk for an eight aircraft requirement in Poland.Warsaw is reviewing the technical proposals issued by the three companies, and will issue another request for proposals for pricing information in the coming months. A decision could come as soon as early 2014.

The T-50s (Trainers), TA-50s (light attack), and the FA-50 (Multi-role fighter/attack) aircraft are all very decent aircraft and are going to replace a lot of the older F-5 Freedom fighters out there.

Good choice Indonesia.

According to SIPRI notes, the Philippine has acquired four radar types MMSR from Lockheed Martin, the United States. Radar type purchased is AN/TPS-79. Reports confirmed that the delivery of 1 AN/TPS-79 MMSR Air search radar out of 4 ordered in 2011 is transferred to the Philippines .The location will not be disclosed but it will be utilized as a coastal radar for the Philippines.This is the brief description of the system "The AN/TPS-79 Multi-Mission Surveillance Radar (MMSR) is a medium range tactical radar for air surveillance and air traffic control environments and coastal surveillance applications. The AN/TPS-79 is a multi-mission, highly mobile and rapidly deployable modular radar system, that is designed for medium range “gap filler”. The 3D- solid-state commercial-off-the-shelf radar can be moved by land (vehicle or train), sea or air (C-130 transport aircraft or CH-53 helicopter). Set-up/pack-up time is less than 90 minutes"

The final lift of the island structure for the Australian LHD Canberra was recently completed. She is expected to have her final launch in January 2014 for final olutfitting, trials, and then delivery to the RAN. The second ship is right on her heals, the HMAS Adelaide, LHD-01, to have final launch in early 2015.

She's looking very good now and these two vessels will add significantly to the Royal Australian Navy's capabilities, along with the three Hobart AEGIS destroyers they are building at the same time.

Jolly good news for the RAN. Also now that Kevin Rudd has replaced Jullia Gillard as the PM of Australia (incidentally it was she who ditched him in 2010 during the Australian Labour Party Leadership Challenge), hopefully "Defending Australia Force 2030" in 2009, originally launched by Rudd will be revived. We need like-minded nations including the USA to ensure the safety and stability of regional waters in South-East & East Asian Waters - maybe something similar the previous SEATO of the 1950s/60s?
