Gave it a rough read, seems like the most relevant part is where it talks about how it was decided that 601 and 611 would form a "national team" to focus on the new aircraft, presumably the J-20, with 611 in the lead. However, 601 decided that it would be unwise(many reasons listed) to drop their own project altogether, so they appropriated funds to continue their own research as well.

Shenyang lost compition in 2007 but went on researching into new aircraft.
It also talks about the Shenyang stealth project is self financed.

The competition was not as early as 2001. I was under the imression that there were four conceptual designs in competition around 2007, 2 in Chengdu with canards and 2 in Shenyang with triplane.Litian had a great impact on Shenyang 's choice of triplane, and that(triplane) was his personal preference.
SAC continue the project just because they must research into new technology and get more experience in advanced aircraft design and manufacture, and wait chances in the futher. It will be very bad that If there are requirements of new aircraft from PLANAVY or else, the CAC can take out design based on J-20 or its variants with mature tehnology, but SAC can only take out a design on papar. Not to mention that if the development of J-20 encounter big problem and can not be solved in time, they can......
