but why should China's Shandong Port Authority honor unilateral US/EU sanctions on shadow fleets carrying Iranian, Russian and Venezuelan oils?
looks rather strange to me, or have I missed some strategic thinking behind the scene?

I think the Shandong Port Authority doesn't want to get sanctioned by US, they still want to be able to use USD.
