Russian artillery range and accuracy is inferior to the U.S. and Germany's:

The towed M777, one of the U.S. howitzer models to be delivered, has a maximum range of 24km to 30km depending on the munitions used — more for the latest models — outstripping most Russian equivalents. It also has a better capability for digital targeting, meaning fewer shots fired to strike a target.

State of the art German-made Pzh 2000s are also on their way from the Netherlands. A more than 60-tonne, armored, self propelled and self loading 155mm howitzer, the gun has integrated GPS, weather and other systems as well as a maximum range in excess of 60 km with rocket assisted shells. That could allow it to fire out of range of Russia’s artillery.

The Russian military may soon become a sitting duck to devastatingly accurate and long range strikes. The 60km range of the Pzh 2000 means that a single Pzh 2000 sitting in Myoklaiv can deliver ten GPS-guided 155mm howitzer shells into Kherson within one minute. Terrifying.

How they came to this conclusion?

Ukraine had 100 of 2S7 Pions, that is superior in raw firepower compared to the Pzh2000.

Germany has 100 of Phz , Netherlands 57, 24 in service.

Ukraine has/had as good/better armament in bigger quantities than the ones that the NATO sending.

The firing ranges given in the Wiki and similar pages cominig from company adds, about future projects, on the Russian side from the history books, about past capabilities.

You can tell the article was hastily written by someone who skimmed wikipedia a few hours ago. Germany nor any other PzH2000 user has ever procured the 67km rounds which is actually a South African shell.

Also, thats why you have Smerch and Grads whose job includes counter battery fire

podcast with Michael Kofman.

Basic points:

Russia's military capacity will be exhausted after the current offensive in the Donbas.
Russian military not structured for this kind of conflict, high levels of attrition, desperately short of infantry.
Opportunities for Ukrainian counter-offensives, evolution of forces over time will favour Ukraine.
Putin has "hamstrung" the Russian military by not declaring national mobilisation.
Believes Putin is reluctant to mobilise as declaration of war means he can no longer define victory in narrow terms, i.e. a limited conflict becomes total war.
Nonetheless, further down the line if Ukrainian forces successfully counter-attack in the Donbas and significantly erode Russian gains, likelihood of Russian national mobilisation increases.

Exactly. The Russians have the rocket artillery. Some of it has GLONASS guided rounds even. And the Msta-S is not the latest Russian artillery system. That is the 2S35 Koalitsiya-SV with 80 km range. It entered serial production just last year.
Russian army new armor modernization looks sexy as f**k. It will be interesting to see if they can actually build up numbers of their new models in T-14 to this one.

counter battery fire is not a big threat to really modern self propelled artillery, which can usually fire 4-5 shells in multi-round, simultaneous impact mode over 30, seconds, and be on its way to somewhere else less than 30 seconds later.

And to be honest, nowhere during this war has any part of russian military exhibited what might be termed world class procedural or organizational efficiency, no reason to expect any part of russian counter battery capability and process will do so either.
