But your comment also indicated that those vessels themselves, even four of them, would not pose a threat to France or any other country.

I suppose you actually asked how they could pose a threat...which infers that they are not.

Russia is a huge country that has to be prepared to defend itself not only in Europe but also in the Far East and perhaps act to the South. Remember that it was not able to prevent the subversion of Georgia which let to a war that was damaging to Russia and disastrous to Georgia. I understand that the then president of Georgia Saakashvili is now indicted for corruption.
Russia has about as much military power in Europe as France so is hardly strong enough to defend itself and is no threat to any European country.

In the Baltic, the Black Sea, or for that matter anywhere else these vessels could be escorted, supported, and defended by other Russian naval and air assets, these vessels would pose a threat.

To project power with Mistral-like ships you would either need air superiority , or opponent without ASuW capabilities . Potential opponents of Russia are either most powerful countries in the world (NATO) , or local forces with land borders with Russia . In either case, Mistrals are either useless or superfluous , funds could be better spend on other things . Mistral is essentially glorified helicopter barge, and Russia ordered in time they were thinking that they could be partners with the West , fight jointly against Somali pirates etc ... Especially, it was kind of reward for France for mediating between Russia and Georgia in 2008 . In a current climate, French refusal to hand down those ships is blessing in disguise, especially if they could get their money back .
