The majority went to UAC to make all Russian aircraft. It is expected that the Russian airplane manufacturers will pay back what they owe to the NWF as they manufacture airplanes. This will take years to happen. But it is necessary since Russia has no other source for aircraft and how else will you travel the vast expanses of Russia quickly but with aviation?
If you listen to the liberal Russian commentators, or Western commentators, they will claim Putin drained the NWF to pay for the war. Which is patent bullshit. Most went into the civilian aviation sector like I said.

this Industrial shift to East makes this Kazakh route more viable. even Kazakh population can nearly double with this growth rates.

Putin basically wants unlimited early births by transforming upper limits of benefits equal Hero of labor. it is creating country without help of immigrants. considering the wealth. they should be able to afford it.
