The talk that Russia's GDP increase is just due to military investment is pure bullshit. When Western companies left, huge holes were left in the market. And Russian companies have been trying to address this. One example is Rostelmash's new tractor factory near Rostov. Other companies brought their expansion plans forward. For example Haval started producing engines in its factory in Russia.
In some cases products are also dual use. For example serial production of the new D500 diesel engine by Kolomna Works means it can not only be used for naval combat ships but also for civilian locomotives.
The industrial segments most impacted by sanctions were also the ones most dependent on imports from the West. i.e. they had low value added.
There was some technological regression due to the sanctions. For example Lada cars had several imported systems removed initially to ensure production. But the idea this will be permanent is also hogwash. One good example is the food sector. When Russia imposed strict bans on imports of food from the West in 2014 there were shortages of butter and cheese. Substitutes were made where vegetable oil was used instead of actual milk fat. But this ceased to be the case once the industry scaled up production of these products inside Russia proper. In the case of cheese this took several years.
