There might be a tad more than mere rumors, Jeff. According to US Army War College's November, 2012 SSI publication on PLA's "Learning by Doing," the Type 095 SSNs are "apparently on their way" (Page 47).

The first is China’s remarkable submarine acquisition program during the past 15 years. During that period, the PLAN has added 12 Kilo class submarines purchased from Russia, completed its program of building 18 Ming class boats, built an inventory of at least 13 Song class submarines, and maintained three or four of its old Han class nuclear-powered attack (SSN) boats in its operating forces. Ongoing today are construction programs for a new class of SSN, the Shang class—two of which have joined the fleet—with a follow-on class (the Type 095) of SSNs apparently on the way; the first class of promising fleet ballistic missile submarines, the Jin class, of which two have been completed; and the Yuan class, a conventionally powered submarine probably equipped with an Air Independent Propulsion (AIP) cell; eight Yuans are in the water.

You misunderstand. The rumours are about them being launched in 2010 and on trials in 2011. If you read my posts, I never question whether they are under development...just wondering when they either have been, or will be launched.

"On the way," tells me they are not yet launched according to the Army War College information. That does not mean they haven't necessarily been...just that the people there are currently unaware of it if they have.

No doubt the Type 095 is real and is coming, the rumored portion is that they have already been launched and gone through trials, which I have not seen and was asking for some verification of in my post two or three posts ago.

There are some pictures and (official?) models depicting Type 095, and one can almost feel that there is a pair of these subs lying in wait in some PLAN sub yards.

But there is no solid proof that it is launched. We haven't seen any.

Well, I believe there are three Type 091s still in service, that there are probably four Type 093s, if not six...and there may well be two Type 095s either nearing a launch status, or recently launched (We just do nt know because there is no hard evidence of their launching). This would give the PLAN 9-11 SSNs at this point.

Ultimately they will retire all of the Hans, they will have no more than six of the Type 091s in my estimation, and may build eight to twelve of the Type 095s, thus maintaining 14-18 modern SSNs in a go forward mode.

But time will tell.

In the body of the article it says this:

Although the fact that the deal exists is true, some details in the article might be wrong,” warned Vasiliy Kashin, a China military specialist at the Moscow-based Centre for Analysis of Strategies and Technologies (CAST). “I’m not sure, for example, that the Amurs, which will be assembled in China, will be fitted with the Chinese AIP [air independent propulsion] systems using Stirling engines."

With the production of the Yuan (eight to date I believe), if the PLAN does this, it would indicate to me that they are having problems and are not satisfied. The Amur is a much newer design and very much improved Kilo (I believe India is also buying some) and is the export vesrion of the Lada Class, quieter, much better electronics, etc. and the option for AIP.

I guess we will see. If they start with four, the question will then be if, over time, they expand to 12 and use them to ultimately replace the Kilos.

On the other hand...somehow I feel this is dubious and will wait for some kind of official announcement before considering this any kind of done deal.

If the PLAN buys 4, that probably means 3 operational and 1 completely stripped down. :D
