First pic I've seen of a commercial airliner (Hainan 737) on the island, makes me wonder if an airport with a few gates will be built?

I was wondering the same thing too.

If we see an airport with a few terminals, that means that China have bigger tourism plans for the Paracels.

Well aside from tourism, it would seem prudent to have a pax terminal to serve the residents and CG/military personal transfers. It shouldn't be something extreme but a simple terminal that can handle mostly regional jets/turboprops and the occasional 737/320s. Military planes coming and going would be an entirely different operation.
