Another things with filling in some of these islands is that it gives China the option of basing smaller ships on these islands which can then be used for patrol and low intensity operations/evictions, freeing up the need to send 054As or other frigates over from Hainan.

Define basing. If meant rotating through these island bases on a tour of duty, I can see 053H1G, 053H2G, 053H3, and 056s doing so. If meant permanent basing, I see it as a logistical nightmare given size of crew and ship relative to island (exception being larger Woody and Fiery). For permanent basing, maybe 2202. The older type 037 would be appropriate displacement but still needed a rather large crew size. Maybe a skeleton crewed 037IG or 037II? Still some service life left in them.
