Coral needs access to water and indirect sunlight. Being buried under concrete makes that difficult.

As Solarz already pointed out, you can create artificial reefs to support new reefs to growth and in other locations. There are two major installations in the Paracels, the rest are mere fishing villages or untouched. This is where marine parks and reef growing can be done.

To put things in perspective, the South China Sea is home to hundreds of islands and reefs. The Spratlys alone have over 100 reefs. China has so far built 4 artificial islands.

Rampant and illegal fishing, by fishermen of all nationalities, are a far graver environmental threat to the region. Hopefully, a stronger law enforcement presence will help protect the natural environment and resources of the SCS.

This is the South west section of the island. Many buildings are in various stages of construction.

This is the south west corner of the island. If you look carefully, the original outpost is located in the western tip and it now looks tiny compared to the rest of the island. Adjacent to it, is a plant nursery.

This is the north part of the island. Lots of construction going on. There is a stadium too!

This is the north-east part. The "indentation" houses one of the original outposts. (There are three on the island).

You know what the island looks like to me? It looks like a giant LHD with the dock behind, runway to the side.

Reminds me of some USN Naval Air Stations like Diego Garcia.

Though I doubt these reclaimed islands will be used in a purely military capacity -- it'll be in China's interest to emphasize their dual role nature. They might even become tourist destinations.
