The grass might also be irrigated if its condition is considered important enough. How much water would be available after accounting for higher priority users is a relevant question.

At Yongshu Island, there are three new buildings (hangars?) constructed in 3 weeks.

Fast forward to May 12, 2016, a mere 3 weeks later.
Three new buildings are constructed. I think these are hangars.

I would be extremely surprised if the grass is irrigated. Fresh water in the island is to precious to be used just for grass

Hi Ahojunk ... when do you think China would start massive reclamation project in Paracel ... I firmly believe it is already planned. I'd expect it would significantly be easier than Spratly ... also much less tension ... perhaps only Vietnam would complain
I think that there is no need for massive reclamation on the paracels, as China has firm control of them since evicting Vietnam in the 70s. The facilities on Woody Island should provide enough support and Hainan is also relatively close.
I hope that further development of the paracels might aim at establishing a tourism industry while keeping most of the islands and reefs intact. This would only need small scale reclamation to establish relatively small resorts like they exist on the Maldives.

I hope it can divert more resources to establishing a marine park and reef breeding ground to go in line with the tourism industry.
Coral needs access to water and indirect sunlight. Being buried under concrete makes that difficult.
