The problem with Somalia is that foreign powers want to impose a government on the country they like. When peace was spreading in the country based on Islamic courts it was destroyed by Ethiopia because the US was paranoid about Islam.

To be honest Somalia is now a thing of the past

Between 2009 and 2011 was the peak years of Somali based piracy, in 2012 there was only 14 vessels hijacked

However piracy is on the rise in many othe parts of the world, in Indonesia off th coast in 2011 there was 46 attacks and in 2012 86 attacks on vassals, the same period in Somalia the numbers dropped from 160 to 49

And in the second part of 2012 there was no vessels seized by Somali pirates

Meanwhile on the other side of Africa in the Gulf of Guinea 30 vessels were hijacked, and this year Indonesia is set to become top piracy spot as stated by international maritime bureau

Added to that counter piracy, you have anti-drug smuggling and counter-terrorism deployments

So I think this is a really good opportunity for China to flex its naval assets, and a good time and place to expand its naval operations, because without exposure to the rest of the worlds real life threats China will not learn anything building ships and patrolling its own back yard

At any one time China should have 3 naval task forces on deployments around the world, one for piracy, one for drug smuggling and human trafficking, and one for counter terrorism, but I think China should stay away from terrorism incase it causes any instability inside China for now but that's still 2 task forces

But they can send a 3rd for illegal fishing and ocean patrol so they can send out

1 Type 903 Replenishment tanker
1 Type 054A FFG and 1 Type 052C/D DDG Per task force

Multiply this by 3 and that's
3 Replenishment tankers
3 FFG and 3 DDG

committing 9 vessels at any one time with a back up rotation should be possible within the next few years

Without a UN resolution and considering Indonesia's not a failed state, don't think flexing naval assets near Indonesia will be well received. Not unless there's some sort of joint agreement/exercise.

The first Indonesia would call - if they'd ever do that , that is - is its ASEAN neighbours, probably under an extension to the current joint law enforcement arrangement in the Strait of Malacca.

Even if to invite foreign powers, that'd either be the US, or - with utmost dismay to the Indonesians - Australia. In the most unlikely situation that both refuse, then in such most impossible circumstances they'd ask Beijing for help.
