There exists several "hangar policys" on the world. US-Navy policy is to be able to put 40% of the airwing into the hangar. Royal Navy policy is to put 100% into the hangar.
Do you have a source? I'm not aware of such 'policies' with RN but I'm no expert on RN's carrier operation. There are different requirements for different loadout. You have peacetime loadout, WT loadout and also maximum density.
If the QE 2 has that requirement, you must be talking about maximum hangar density otherwise it would severely limit the number of aircraft both F35s, EWs , helos etc to no more than 24 at the maximum which for a 70K ton carrier is pathetic especially considering the F35 is a much smaller aircraft than say the Bugs and J15s.
I may be wrong however I think the plan is to have 40-48 aircrafts of all types. This would indicate to me such a specific operational policy is incorrect because it is simply not possible to fit them all in QE's hangar bay.
