Official conditions are a little different:
Per the 1st post to this thread:
1) If a second carrier is not seen being built somewhere in the PRC by September 1st, 2016, then PanAsian's persuasion wins the wager hands down. If that build does occur, then the best Pan Asian can get out of the deal is a draw.
2) If a 3rd carrier begins building before June 1st 2020, PanAsian loses the wager hands down.

Ok I'll take the side that says the first steel cut for cv 17 will be before 9/1/16 even if we do not know for sure that it is cv 17 at that time.

One question, I recall seeing photos from PRC posters claiming they had started constructing of the second carrier based on those photos.
What were those photos if it wasn't a carrier?

To soon to be completely sure they are a carrier. One of those pics is shown on this thread in the 1st post.
