shooting a stocked weapon is easier then a pistol but a pistol is easier to carry. Not every officer or department can get smg's and selective fire is not always wanted. I am guessing the officers are form a Provencal Police agency. It could be that the local budget is restrictive or numbers of full SMG or rifles were just not available so they supplemented.
Probably the setup is that terrorist incidents (those that'd pack with serious firepower) would be immediately kicked up to PAP, police would be to deal with bank robbers and such?Terran is right on the mark. Chinese police still have relatively few firearms, especially long guns. The SWAT team that responded to the Kunming train station terrorist attack only had one rifle.
But the SWAT team in the photos with the carbine conversion is in Xinjiang. Facing crazy suicide bombers, one would think at least the SWAT team should get real military grade weapons. The carbine conversion given to police guarding train stations and public buildings.

But still, a pistol-carbine conversion kit won't improve the pistol's ballistic performance at all, right? It'd make sense if you've something like the Glock 19 with large capacity magazine or something, but a Type 92 pistol? They'd still better off getting a proper carbine/SMG.
IIRC, the police use the 9mm variant, which holds 15 rounds.So far as I know, the magazine of the 5.8mm version of the Type-92 holds 20 rounds. For selective fire, it would perform much like a SMG with less power/range which in turn is good for police use.
So it still uses the old selector setup instead of adopting the new arrangement as on 95-1.The new T97NSR-A (FTU) from Emei being reviewed here....
Hopefully PLA will start to adopt a similar QBZ95-1 modification...
