January 26 morning, Chinese President Xi Jinping arrived at the border of Inner Mongolia, minus 30 degrees Celsius in the cold.
Xi Jinping arrived in Inner Mongolia border regiment Triangle Hill outpost, and boarded the 58 steep steps into the post on the second floor observation room.
Xi Jinping arrived company cafeteria, like everyone else picked up the plate, lay meals, dining together with the soldiers. He ate and chatted with everyone.

I think these are not PLA, but instead are PAP. This can be deduced from multiple factors.
1. Their right arm patch is that of the PAP;
2. The four characters on their chest, 公安边防, translates to 'public security border control/defence' which denotes their subordination to the Ministry of Public Security, as the PAP are. In contrast, the PLA is subordinated under the Central Military Commission.
3. Their insignia are red; unlike the insignia of the PLA which are green.
4. Their helmets have the badge of the PAP;
Infantry-wise, the PLA and PAP are quite similar but the PLA handles external threats while the PAP handles internal threats, unless of course, martial law is declared.
