Allegations without evidence is almost always self-serving propaganda.
In this particular case, the U.S. is accusing China of providing material support for Russia's war in Ukraine in exchange for Russian submarine technology. This is just the latest in a relentless effort by the U.S. to tie China to Russia's invasion of Ukraine. This effort goes all the way back to the Winter Olympics in Beijing, before the war even started.
It has been claimed by several sources that Russian companies provided design assistance to create the Type 093 attack submarine.
This seems to have been arranged around the time they did the Kilo submarine deal.
Today I doubt that China would need any significant amount of assistance, since China's technology base is way more advanced.

western media and "experts" cliche/propaganda revolve around 3 themes, either independently or in combination:
1, China cannot innovate, all Chinese gadgets must therefore have foreign roots, or are direct western copies. in the case of 096, must be Russian help and support since western support would not have been forthcoming. China singlehandedly developing an advanced and quiet nuclear submarine is just unimaginable!!
2, China threat.
3, China's "imminent" collapse.
