Pretty much. Running around in circles, collecting data on nearby adversaries ships and waiting for the dreading command to launch.

Plenty has already been discussed in the 'Taiwan Contingency' thread, but right off the bat without delving too deeply into it the implication is at least two to three-fold. First, it sends the message that no area on the island is safe from a direct amphibious assault. Secondly, if the prevailing expectation in an armed conflict is that the bulk of the attacks would be concentrated on the western/southern side of the island, the eastern coastline could then be assumed to be relatively lightly fortified/defended hence a softer resistance there, which leads to a third scenario where ROC forces would then have be divided to reinforce the east of the island in the event of such an attack, thus thinning the concentration of forces in other areas and increasing the likelihood of PLA breakthroughs on any weak spot, which would then make resisting encirclement even more difficult.View attachment 115858
Supposedly a map of helicopter exercises conducted by the Chinese People's Liberation Army around Taiwan Island in recent days. Seems a lot more than what was reported by the ROC MOD.

Two 052D (119 Guiyang, 121 Qiqihar) and two 054A (542 Zaozhuang, 598 Rizhao) from NSF practicing for Northern/Interaction-2023, they left port this morning with Type 903A resupply ship 889 Taihu.
The fact that they are practicing stern-to mooring strongly suggest they will visit Vladivostok as PLAN normally doesn't do stern-to mooring. Here's when PLAN visited in 2013:
