It looks like Shenyang is looking to partially relocate its facilities to a new industrial zone. Below are two bidding documents. The first document announces the winning bid for an "analysis and evaluation of social stability risks associated with a partial re-location of Shenyang Aircraft Company". The second document is a request for bid for temporary electrical installations (i.e. transformers, substations, etc.) at Shenyang's new factory facility, which the document calls Shenbei new factory zone (沈北新厂区), indicating that it's located in north Shenyang or north of Shenyang.
Some procurement documents from Sheyang Aircraft Corporation for a new "comprehensive assembly plant" located in the Shenbei New Industrial Zone (沈北新厂区). The assembly building has an area of 280,450 square meters. The project will take two years, with construction set to begin around June 20, 2023 and end around June 30, 2025.

By the way, I already wanted to ask, if we have information, where this new hall will be built at SAC? And I must admit - but as such fitting to your explanation - there was already a new manufacturing hall built in recent years, which I thought was built for J-35 production.

Yes, this is the same as posted in the J-35 thread. This is an entirely new facility located in a new industrial zone. Judging by its name –– Shenyang North New Industrial Zone (沈北新厂区) –– it's likely located north of existing facilities. I do spot some empty plots north of SAC's existing runway, so it might be located somewhere there.
