And with the if and but of assuming China would fight 2 massive wars to prevent nuclear threats only to do nothing while a secretly anti China country spent decades building a nuke without help from anyone 5 minutes away from Beijing is indeed, a massive if and but. So I think you have a wise saying.

it is always legitimate to make hypotheses, and here in the absence of official information we often do so, but only with the evidence of documents can we make history without being contradicted.

Whoever thinking NK didn't have China's full blessing to get nukes should have his/her head examined.
You'll have to check heads in Beijing then.
China was superbly annoyed at all levels (even letting through UN sanctions and directly participating in that round of blockade). You don't have to be in person to Zhongnanhai to know that.

Work on a new structure began in late February 2024 at the other repair way. Imagery from late February 2024 revealed that holes for posts were dug on either side of the building ways. Subsequent imagery from May shows two rows of 20 posts were placed along either side of the rails, spaced equidistantly. The footprint created by the posts covers an approximately 30 by 170-meter area, allowing sufficient space to accommodate a vessel akin to a cruiser-class ship.

I wrote "similar" to the Udaloj class, by similar I meant in terms of size and displacement.
Type of naval unit taken as an example solely due to the fact that recently a DPRK military and civilian delegation was also on board a modernized Udaloj class, during recent naval exercises, so each of us can evaluate what size naval units these will be able to accommodate new port facilities.
But only when what Kim Jong-un said is made real will it be possible to evaluate what these large warships will look like.

As a consequence of the Crimean and subsequent events, three of the naval units in various stages of construction were left without Ukrainian gas turbines, the fate of the hulls of the two unfinished frigates, Admiral Butakov and Admiral Istomin was resolved with the sale to India which then purchased the turbines from Ukraine (+ in the contract the construction of two more frigates to be built in shipyards in India).
While the future of the sixth and final frigate that was under construction for the Russian Navy the "Admiral Kornilov" is uncertain, at the moment it is not of interest to India nor to Russia which does not intend to spend money to develop an engine system just for this ship.
However, the hull of Admiral Kornilov with partially completed superstructures has been completed and launched and remains docked at the pier.
Hull that certainly cannot be considered at the moment as a warship and, who knows, if it could be an option for the DPRK to acquire it, transport it home and complete it there with technical and armament components that the DPRK, or rather Kim Jong-un, shown that he possessed it without forgetting that he also had himself photographed while inspecting rooms where naval gas turbines and modern large diesel engines
