Given the size of available SAM systems and the logic of building the first modern combatant of the nation in question, I'd be looking towards 052 or 051C for reference.
I.e. larger than 1135 derivatives, which are tied to unavailable machinery anyway.

It may be an overkill, but there is no available material to build a multi-purpose frigate. Either a basic one(tor only), or a "disconnected destroyer", or need to rely on export. Which is available, admittedly.

Such a massive amount of weapons would likely be too much for a hull like the Grigorovich's.
