Not certain what this means exactly, as activities like this happen periodically.

North Korean forces have been blowing rail, road, and other logistical links near the border.

I think this has a diplomatic meaning: it represents the severance of all ties and communications between the two countries. No more lost brothers, just two hostile strangers.

In addition, it could also somewhat deter the ROK Army if they wanted to counterattack to the North.

I am still quite sure that the conversion of the IL-76 into a AEW aircraft also implies that there will be significant upgrades to North Korea's fighter fleet in the future.

Such a supporting-role aircraft cannot operate alone without modern fighters; it can only observe and command, while engaging the enemy and especially protecting itself must rely on fighters.
