How is NK developing some advanced weaponry despite being so heavily sanctioned? Their missile program is clearly ahead of Iran's and Pakistan's and even India's. Possibly, drones as well.

Like I said Russia should just dump all their old Project 877 submarines into North Korea. Then North Korea could refurbish them.
Just do like the US does, claim you are exporting ship scrap to North Korea, and then the North Koreans upgrade it and voila instant fleet.
This way no "weapons" are being exported against the UN ban.
Or Russia could just violate the UN ban outright just as USA does.

I think that for the time being the Russians will not do it, it is more feasible instead what gelgoog wrote, that is to sell "decommissioned" ships for scrap recovery. After all, they already did it in the early 90s of the last century with the Foxtrot and Golf class submarines and the Krivak class frigate that the DPRK purchased as scrap and carefully studied its characteristics.

There could also be an alternative to the direct supply of naval units, i.e. Moscow could provide technical and design support + part of the internal components, to help North Korea build in its own shipyards something that could resemble Russian products but that Pyongyang could claim to the world as made in DPRK.

User "apple17" on the Russian forum posted a photo
of North Korean observers aboard the modernized "Shaposhnikov" (project 1155 - Udaloi class) during the Pacific Fleet's "Ocean-2024" naval exercises.

The strange thing is that instead of being aboard the modern corvettes project 20380, they are aboard an old lady of the sea recently modernized and upgraded with Kh-35 Uran anti-ship missiles and Kalibr cruise missiles, missiles that the North Koreans have in similar versions respectively the Kumsong 3 (KN-19) and the Hwasal-2 cruise missiles.

If I'm not mistaken, a few days ago Kim Jong-un said that they will soon have large warships, who knows if.......who knows if a Pr. 1155 will be made available even unarmed to repeat what happened in the 90s for the Pr.1135-Krivak class, but this time with the North Koreans with much more experience and a renewed friend who can lend a hand.

sorry, fantasizing costs nothing.... but you never know
I think the "large warships" he is referring to are probably the new Amnok and Tuman class frigates that are being mass-produced. Russia only needs to transfer the UKSK VLS technology and the North Koreans can freely innovate on their own ship models.

More interestingly, he also mentioned something like an air defense ship. Probably with advanced long-range air defense missiles. A 2,000-ton frigate is not enough to mount something like that… perhaps this is where the Krivak design comes into play. We'll need to keep a close eye on their moves going forward: they're cooking up something huge.

Is that an AK-12?

Besides Russia, what about Iran? Iran's Islamic Revolutionary Guard Corps and its naval branch have interesting designs - well within the capabilities of North Korean shipbuilding.

They would be the ideal solution to replace North Korea's swarms of extremely useless torpedo boats and patrol crafts.

Nonsense. 2000 ton heavy ship is more than enough to carry long range SAM system that does not weigh over 10 tons even if that.

It has similarities to the AK-12. However, it's probably a local variant at least. The extended handguard is the most obvious difference.
