But in all fairness, the North Korean Navy and its shipbuilding industry – along with related ancillary industries – have been neglected for far too long. It is hard to believe that their Navy will be able to somehow create some kind of credible deterrent against US-South Korean naval dominance in a short time.

The cost and materials required to build a single large ship could be equivalent to an entire tank division - something like that. A comprehensive naval modernization program would probably require an investment equivalent to their entire nuclear and missile programs.

Like I said Russia should just dump all their old Project 877 submarines into North Korea. Then North Korea could refurbish them.
Just do like the US does, claim you are exporting ship scrap to North Korea, and then the North Koreans upgrade it and voila instant fleet.
This way no "weapons" are being exported against the UN ban.

Refurbishing and upgrading a submarine is certainly expensive and requires high technology. More submarines enter the fleet and costs would rise.

Then there is the conversion of old Romeos into nuclear-attack submarines. Building new FACs to replace the old ones. Building large surface combatants. Building coastal defense missile systems. All of these require advanced radar, sonar, navigation electronics, etc. A lot of money needs to be spent.

877 is a big boat quite close to obsolescence.
Yes, it is still considered reasonably silent(when in good shape). That's not enough.

The strange thing is that instead of being aboard the modern corvettes project 20380, they are aboard an old lady of the sea recently modernized and upgraded with Kh-35 Uran anti-ship missiles and Kalibr cruise missiles, missiles that the North Koreans have in similar versions respectively the Kumsong 3 (KN-19) and the Hwasal-2 cruise missiles.

If I'm not mistaken, a few days ago Kim Jong-un said that they will soon have large warships, who knows if.......who knows if a Pr. 1155 will be made available even unarmed to repeat what happened in the 90s for the Pr.1135-Krivak class, but this time with the North Koreans with much more experience and a renewed friend who can lend a hand.
