Russia could do the same trick the US does. They could station Russian Air Force units in North Korea. In that case there would be no weapons transfer.
Yes, it would be an interesting and sophisticated solution, SU-35 of the Russian Air Force, I add, possibly with the possibility of using North Korean pilots too.

Russia could choose to supply full documentation for RD-33 and necessary material science along technologies for it.
North Korea then could in earnest design own aircraft or reverse engineer what it already has in its inventory.
Perfectly deniable for Russia and western countries and their slaves can huff and puff about it non stop.

This is the first visit of North Korean soldiers to the Russian Federation after signing an agreement between Moscow and Pyongyang on military cooperation. It is known that the delegation was led by Kim Gem Chol, president of Kim Il Sung Military University. The purpose of the visit and where the delegation arrived were not reported.

In a related development, the first plane of the Russian Ministry of Defense arrived in Pyongyang just yesterday after the signing of a strategic agreement between the Russian Federation and DPRK. On board the flight will probably be Russian military experts who will provide support to their North Korean colleagues in the field of weapon development. It is noteworthy that the aircraft's appearance was not hidden, unlike previous similar flights.

If you ever heard about the Israeli IAI Kfir aircraft, the Israelis claimed they reverse engineered the French Mirage 5 airframe and produced it in Israel. Except this was all bullshit. The airframes were delivered by the French in crates. The Israelis just assembled them.
There is a published book by an Israeli officer detailing this. But you still see the cover story about them reverse engineering it bandied around.

Russia can just simply do the same here with regards to MiG-29 variants.

I think you are wrong with the IAI Nesher fighter which is none other than the Mirage 5 (they say made in Israel with stolen design plans) while the IAI Kfir is an evolution of the Nesher and equipped with a US-produced J79 turbojet, the Kfir certainly made in Israel

They did that with the Nesher. Assembled from crates. And the Kfir used modified airframes that were also of French origin. They did not build anything from scratch. Their claim of reversing the Atar engine in the Nesher and building it themselves from scratch is also laughable.
It was done in secret by the French to have plausible deniability so they could bypass the Arab embargo on arms sales to Israel.
