in the automanic tradition in my language, it states that "occupation in particular times of emergency would be right".
This means all or nothing, we should understand when it is truly a time of emergency. Personally I think that it can be identified in correspondence with armed clashes of a certain intensity and severity (on land or sea or air) and not due to border skirmishes.
