Your own decision matrix showed that China becoming hi-tech will result in success, no matter how it comes about.
And that good relations with the USA is optional, in China's quest to become a hi-income nation.

Therefore, the logical action is for the Chinese government to support Huawei in developing non-American technology, no matter how long or how much it takes.

The Chinese chip developers using American software and hardware tools, to make them from scratch takes lot of effort that can not be parallelized.

Means they have to develop lot of interconnected tools that depends on each other, and influence / depend on each other.
