It is too late to contain China now They might prevent western company to hold IC equipment export to China but they CANNOT prevent people from Taiwan, Korea or Japan from working in China and money talk. China will recruit heavily from those places they already do now. In fact there are thousands of Taiwanese working in China And if anyone know IC it is the Taiwanese.
Beside it is not like 1950's Chinese industrial base, R&D, University are way much better than back then. And China has the financial power and political will to do it

this time it will be do or die situation So they will harness all the financial, and technical power of the whole nations It is just matter of time. And it is not the first time China was subjected to embargo You name it CNC machine, Satellite, Aircraft engine, economy, and every time China overcome it. Previous attempt has been half hearted and does not supported by the private sector since they choose the easy way out of importing and lack of strategic vision Yes now they are in pickle It is their undoing and they have themselves to blame.

So I want to write obituary on China semiconductor YET
Are there risks that Taiwanese engineer sabotage China' s semiconductor development?

It is an ongoing issue actually. Taiwan hires are there for the money, constant stalling to earn enough for retirement then they leave.

They get paid ~$300-$400k per year so they just need to stall for 3-5 years to retire.

I believe what most Chinese companies do nowadays when they hire foreigners (white, Chinese-Americans, Taiwan,...) is, unless they bring physical documents/samples or other things of actual value, then they don't hire the foreigner.

Say you're a biotech company, the person you hire must bring files, samples, connections, training for your people, ...

I don't think you can do that any project will have schedule and they are review every week If they are stalling for no purpose they will be fired. China does not hire exclusively Taiwanese There are Korean, Japanese etc

It used to be throwing money but companies are much more stringent now that more and more sea turtles are returning and foreigners coming.

But we all know SMIC is desperate and well funded.

While also ramping up production of chip making equipment and chip making materials in domestically, with the eventual aim of also having the capability of producing state of the art semiconductor related products of all types domestically, China can pay foreign companies in Japan and Europe to produce chip making equipment and chip making materials to make such equipment and materials from sources thoroughly devoid of US content to supply to Chinese companies like SMIC and Yangtze Memory so as to produce chips for Huawei base stations and mobile phone chips, as well as chips utilized by Xiaomi and Oppo, and other consumer electronics manufacturers, with the implicit threat to the likes Xiaomi and Oppo that they must include significant local content in their domestic sources of chips.

That means even RIGHT THIS VERY MOMENT get SMIC and other Chinese chip making companies equipment and materials from such non US sources.
Maybe for one or two technologies, Japan would sell secretly, but for a whole, Japan will never help China whatever you pay for
