It is accepted wisdom that when the data you wish to move into the cloud is at terabyte scale and beyond, you are better off shipping it to the cloud provider, rather than uploading it.

That's always been the case. Transferring huge loads of data over the internet can be costly, and slow. AWS even offers a service that physically sends you a large hard disk to copy data from your on-premise server to transfer to AWS.

This is well known for decades. Even a Pigeon bird is faster data transfer and cost-effective than Gigabit fibre in the US. To frame it into a uniquely Chinese phenomenon just illustrates how limited your world view is.

People tend to pay like $10-50 for unlimited internet - just that to the internet provider it's a statistics game, were every household on average will only use a terabyte or so.

At that kind of rates you can afford not only shipping of hard drives - but also the hard drives themselves at consumer prices.
Obviously big data enterprise customers get a very different cost, but it isn't hard to see how shipping harddrives can be cheaper for extreme amounts of data.

Bioreactors in biotech/bio manufacturing are similar to lithography tools in semi industry. There is an interesting parallel between the situations of these two industries:

Bioreactor=litho machine
CDMO= fab
Wuxi=Smic
Generics=legacy node
Novel biomolecule=leading edge node
Growth medium=photoresist
Cell line=wafer
Cleanroom=cleanroom
Yield=yield
Sanctions=sanctions

At the same time, the US has even less it can do to China's biotech sector than it used to able to do to the latter's semi industry. Biotech comes with its own set of challenges, but things like growth media and bioreactors don't require the kind of precision that lithography demands.
