You can't pick and choose the articles from a right wing think tank purely based on your own liking.
sure I can. The logic is extremely simple, actually.

A far right think tank hates Chinese so negative news is expected and can safely be dismissed as bias.

But if they admit anything good about China that is because they are forced to do so by reality or they'll lose credibility for lying overtly. There is no reason for them to do so other than that.

They cite an OECD paper that I've cited previously as well.

That US has attracted far more scientific talent from China, specially at the highest echelon is pure fact that is visible everywhere.
US is filled with homelessness. That fact is obvious just by looking around Skid Row. See I can make an assertion too.
A typical talent from China goes to the US for their bachelors/masters/PhD, and then (after or before work) may decide to come back to China.
They were trained at US expense. China only paid for their primary/secondary education. So if they come back it is still profit.
However, all of these talents are from China. US still retains a lot of these people, specially at the highest echelon.

I recently went to Stanford CS graduation, probably half of the graduating PhD class were Chinese, at least 1/3 were mainlanders with pinyin names, but can be more since some mainlanders formally adopt western names too.
It is quite difficult and burdensome to change your legal name while on an I-20.

I spoke with some of them, all already had offers, stuff to do in the US. They are not coming back. Going back is an exception, specially in CS.

According to data released by China's Ministry of Education, from 1978 to 2019, 6.56 million people studied abroad. During this period, 4.23 million people chose to return to China after completing their studies, accounting for 86.28 percent of the group that completed their studies.
