It looks like this is just for power chip packaging and wafer production. Also, if you look below. They have repurposed one of Yanghzou's bus stations as a showroom for their dynasty series? Or maybe this will be also the location of their semi factory?

I don't think that many EVs will be produced globally by then, so a large portion of the 8,000 GWh will be used for ESS (energy storage system).
