I'm guessing they are liable to believe an article as long as it puts China in a positive light...in this case the claim that China is ahead of Russia...
Just like many Americans would scorn any article putting China at post-1980s technology ;)

Actually most of the strategypage stuff I've read about China tends to view PLA capabilities as if it were still in the Maoist era, but that site is just bunk in any event.

Assuming if PRC's defense industry is producing the YJ-91, it'd make sense that they make upgrades to it since the Kh-31 import days.

AGM-88E uses all the homing techniques of previous versions of AGM-88 but also has an active radar seeker to defeat radar shut down.
