I think that the mini-gun in the picture looks like a dummy because there is no visible feeder/de-linker system visible or an ammo mag for that matter. Either that or it is missing the most important part of every mini-gun system, the ammo;)

it shoot out a net,I remeber watching discovery channel, LAPD actually demonstrated before the camera.
the one use by US is much bigger ,and different design.

it looks new, thats for sure (although the pictures are a bit blurry) but I don't really see the point of this weapons system when there is already the PGZ95, but I guess it could be a replacement for the PGZ88

I can imagine AAA like this are extremely effective against helicopters and UAVs, two of the most common vehicles on the modern battlefield. Another thread criticizes such anti-aircraft GUNS as useless in modern warfare but think how often helicopters and increasingly UAVs are used; I can't think of a single major war in the last fifty years that didn't use them. They've even been employed as frightening urban warfare and jungle weapons.

35mm firing smart fused AHEAD-like shells would also be quite good for defending expensive radar and SAM assets from munitions.
