I am sure they would have done it by now if a lot of the American Gen Z wasn't using it. Votes are everything in a polarized two-party democracy like the USA.

The US is the leader in genetic databases, law enforcement already routinely runs against those 23andme/Ancestry/GEDmatch. Just like they are the leader in video surveillance, automated data collection (toll booths/ALPRs), social media data mining, etc.

Could this not be Blinken tried to drum up support for sanction from allies, got turned down and therefore backtracking?

As we know with the US, if you're weak and they want to fuck with you then even washing powder can be weapons of mass destruction. On the other hand if you're strong then even if you wave a booklet at the UN titled "how to build nukes for dummies" written in Chinese the Americans will tell you to sit down because Chinese is an UN working language and that book could've come from anyone.
