Indeed. Diplomacy involves, among others, convincing necessary domestic political constituencies that your actions are necessary and desirable. That even exporting US corporates which will move heaven and earth with litigation and lobbying to stop even small regulations, but won’t even lift a finger to stop their entire businesses in China from getting vaporized just shows that the U.S. has been able to placate or silence constituencies that would otherwise lobby for improved relations, meaning that the entirety of U.S.-China relations are managed entirely from DC, due to excellent political engineering and public diplomacy. Even doubly so for foreign audiences who are incredibly deferential to the U.S. and will often copy the U.S. word for word (like Canada this morning and the EVs) regardless of the harm they may be causing to their domestic political constituencies.
