It is important that any MAD arrangement China establishes isn't limited to the US, but covers all European nations and colonies. This prevents Western strategists from obtaining threat leverage via "we still have Europe, Canada, Australia, Brazil, etc., while the Chinese only have China." Western elites are largely unified as a single block, and this makes it difficult to threaten them in an existential way without targeting all of them at once. You don't want to end up in a situation where the EU maintains neutrality, US elites get on planes to Europe, Brazil, etc., nukes fly, and Chinese civilization is destroyed but the West gets off with just a leg cut off.
To properly deter the West, China needs enough nukes for all the continents the West dominates. Such is the unfortunate result of the Age of Colonialism.

I agree. That's why I think it's important that China's HGV that can release a payload be developed and deployed if it's realistically possible. China needs to be able to strike the homelands of every enemy and their allies even if it's just a conventional bomb being used. I was reading comments to Israel's strike on Yemen's storage facilities and the right-wing were getting all excited over pictures of those big explosions. That's what they need to experience at home. Their moods will turn 180 degrees when that happens to them. Americans seeing all their refineries and other infrastructure burning and exploding will make them think twice about irresponsibly threatening war and using nukes. If China has such a weapon, they could target individuals they don't like. Bomb a politician's home. Or how about just someone on internet that spews anti-Chinese hate. In this day and age of doxing, you don't think someone will post on the internet their home address so China can drop a bomb on their house? The right-wing will be living and moving only underground like rats in fear they will be targeted. Start buying stock in companies that make doomsday shelters.
