It is desperation. US and EU money is drying up as political resistance grows against giving Ukraine a blank check. They are more or less going down the same route as every other imploding economy with state and public assets getting sold off for money.
The “is this a new sort of warfare” thing is way too long term, complex, and unpredictable. This sort of plan would be measured on the scale of several decades to take effort and no one is interested in that sort of stuff.
