That was a poorly worded and misleading tweet. Russia has installed French or German reactor control hardware in other projects at the client's request. They did this in Finland for example and are supposed to do it in Hungary as well. I personally think Turkey is making a mistake, and might end up seeing delays in the project as a result of this. But their request is not particularly unusual in historic terms.
The French do not presently have the capability to manufacture fuel for Russian VVER reactors, and in fact import a lot of their enriched uranium from Russia to make fuel for their own reactors, I think half of it, they lack the enrichment capacity to satisfy 100% of their own demand let alone have enough for substantial more export.
