The biggest issue here is not the parties, both of which have been brain-dead for quite some time but rather the media environment.
Canadian print media is almost completely rightwing at this point. Media consolidation has caused print media to be outright owned by Americans like Postmedia or have Atlanticist management like Woodbridge(managed by ex-daily mail editors). This means that once the right push something there is no counterpoint, for example interference accusation are repeated with no one ever seeing this perpetual report, allegation against Vancouver's new Chinese mayor without any evidence and other outright lies like "secrete" "police stations" that are never followed up upon.
This combines with the complete absence of national institutions like CSIS, which is actually just a subsidy of the CIA means control of both the light side (newspapers) and dark side (intelligence services) of information and public discussion is effectively American. Recent investigating of consulting firms coupled with the request of not using big 4 auditors for state owned giants point to the fact that China is worrying about Western powers gaining access to critical information and especially for using such information sanctioning Chinese high tech firms. I think the move is long overdue.

I wasn't aware that there's been a disinformation/perception sub agency within the Pentagon that's been put in place since the time of the Reagan administration. Now there's many additional layers of agencies overseeing many of these disinformation agencies working for many intelligence services inside the defense department.
