That would basically be it - rebuild Russian military to ensure its security as part of the peace deal.
But first, the Russians must put down their ego, accept the "new" reality that Russia is no longer a military superpower capable of taking the US head-on like the Soviet Union, acknowledge China's new position on the world stage as an influential, sovereign superpower, and acknowledge China as a comparable, if not superior, military peer to Russia.

Only then, China can sell weapons and equipment to Russia in order to help rebuilding and modernizing their military.

Otherwise, any notion of the above, alongside any substantial China-Russia military cooperation and integration into the future would be empty talk. Because as long as the Russians still holds the attitude that "Russia is still the Soviet Union" and "Russia is still the big brother of China like in the 1950s", then nothing between Beijing and Moscow can be accomplished.

Philippines, U.S. discuss joint coast guard patrols in South China Sea​

MANILA, Feb 20 (Reuters) - The Philippines and the United States are discussing conducting joint coast guard patrols, including in the South China Sea, a Manila official said on Monday.

With overlapping sovereign claims in the strategic waterway, the Philippines has ramped up rhetoric against what it describes as China's "aggressive activities" in the South China Sea, which has also become a flashpoint for Chinese and U.S. tensions around naval operation.
Jay Tarriela, the Philippine Coast Guard's (PCG) spokesperson on South China Sea issues, told CNN Philippines that talks with the United States have advanced beyond the infancy stage and the likelihood of carrying out joint patrols is high.
"There is also a possibility that it will be conducted in the South China Sea in support of the freedom of navigation of the United States government," he said.

Rommel Jude Ong, former vice commander of the Philippine Navy, told Reuters on Monday, the idea of a coast guard deployment in the South China Sea instead of the navy will "mitigate any miscalculation and prevent China from finding an excuse to escalate tension" in the waterway.

The tactics used by Pelrine involved slowly stringing together a large “loop” of stones to encircle one of his opponent’s own groups, while distracting the AI with moves in other corners of the board. The Go-playing bot did not notice its vulnerability, even when the encirclement was nearly complete, Pelrine said.
Who verified AlphaGo before they put it into production? Nobody verified these machines actually, truly knew the fundamentals of Go. Or if they did, perhaps they convinced themselves that the machine's moves were simply too advanced, too god-like for us puny mortals to understand. The failing is not on the AI- it is on the humans with deeply rooted inferiority complexes that secretly wish for a Deus ex machina (a god from the machine, a singularity) so desperately, they would project it onto the first thing they can find.

The results of mentally submitting to this false idol are predictably tragic.
AlphaGo, a system devised by Google-owned research company DeepMind, defeated the world Go champion Lee Sedol by four games to one in 2016. Sedol attributed his retirement from Go(opens a new window) three years later to the rise of AI, saying that it was “an entity that cannot be defeated”.
How many amateur and professional players like Sedol quit Go after they announced this "unbeatable" AI?

From what I can gather, the atmosphere isn't good at all.

The general consensus:
1. China tells the US: "Fvck you and screw you. We're done. You totally fvcked up everything we have";
2. China has 撕破脸 (tearing face) with the US, or to put it simply, China is to divorce from the US; and
3. This proclamation by the MOFA of China is seen by many as a 战斗檄文 In English, that means a call-to-arms/battle call.

No wonder the Doomsday Clock has been set to 90 Seconds to Midnight - the closest it has ever been to global catastrophe in the entire history of the clock - in 2023. Remember - Not even during the absolutes height of tensions between the US and USSR during Cold War has the clock ever reached this close to midnight:

Therefore, China MUST to be prepared to fight and win in a potentially all-out WW3, and be prepared to survive and win in case the war turns nuclear.
