Well, all these listed goals are exact definition anti any country.
The critical difference is that today, the west is no longer seeking to destroy Russia as a country to eliminate a potential challenger and rival, as it was against the USSR.
It is anti Russia because Russia is working against its (perceived) interests, but is not in principle against detente and even co-operation if Russia can be brought ‘on side’. There were a not insignificant amount of Russians, many of which are very powerful and influential, who felt the same way.
In essence, Russia was the China of the Cold War, and very much ‘flippable’ by America as it did China during the Cold War. All up to the Ukraine war and the western sanctions that followed.
This is the core reason why the Ukraine gambit was such a needless and stupid move by the west.
In its arrogance, it tried to conquer instead of cooperate with Russia, and in doing so made a potential ally an enemy.
