China allows Penghu, Liangjiang and Kinmen to remain under ROC for a reason, so that ROC can't declare "Taiwan" Independence. Taking those islands back would be detrimental to China's overall strategy.

Hah, if those bastards really believe that the rapture is coming to save them, given what evils these two have done and are trying to do despite so many warnings from basically everyone, well let’s see them test the patience of God this one last time, for these blasted sinners are going straight to hell. If China wants to reunify Taiwan by military means, she might as well go for all the islands under the ROC's governance at once.
Taking over the outlying islands without going for Taiwan itself would only serve to boost the anti-China propaganda value of the English Vegetable's administration and the US-led West, accordingly.
Besides, taking only the outlying islands would give the ROC military even more time to prepare for better defenses against the PLA, given that the actions of the PLA on those islands serve exactly as a forewarning. Any element of surprise that is left would be completely lost.
