If China wants to reunify Taiwan by military means, she might as well go for all the islands under the ROC's governance at once.
Taking over the outlying islands without going for Taiwan itself would only serve to boost the anti-China propaganda value of the English Vegetable's administration and the US-led West, accordingly.
Besides, taking only the outlying islands would give the ROC military even more time to prepare for better defenses against the PLA, given that the actions of the PLA on those islands serve exactly as a forewarning. Any element of surprise that is left would be completely lost.
