That dude is Jai Russian. The reality is that Russia cannot even produce 65 nm chips after years of R&D and promises (Russia's most advanced foundry Mikron said , yet it is in 2022) with foreign equipment. In terms of domestic semiconductor equipment the situation is even worse, Russia basically cannot produce most things in the chain even for older tech nodes - e.g. Russian government gave a grant to create 350 nm lithographic machine by 2025 plus a few grants towards etching equipment, photomasks, etc.
Russians are still living in the delusion that they are (or they can become) the third pole along the US and China.
Hopefully this Ukrainian War will be a wake up call for them to stop their delusional dreams and instead decide to economically integrate with China
