They are not a neutral country. Singapore buy a alot of military hardware from US too. But as a tiny nation, the foreign policy has been mostly non controversial to stay away from trouble, they are still mostly aligned with US though.
However they do wish to stay out of the conflict between US and China. In the past they have been cautious about speaking out, to not offend either side, but we are seeing quite a shift in recent years. Probably pressured by US, or LHL feeling he needs to assert himself, or other reasons, Singapore have been more willing to lecture China than before. Let us see how this will play out.
