Completely agree that we need to co-exist with America. We are talking about the proud cherokee, iroquois, navajo, apache, and other american peoples right? We always stand for freedom and liberty for americans.
This is signalling of a retreat or acknowledgement that what they are doing is not enough to contain China.
What they want to do is set up a system, where they can contain China later sometime down the road, because they cannot contain today.
Examples of American inability to contain China would include the trading surplus that keeps growing for China, the quantum computer is better in China than anywhere else, China puts a military base right beside Afghanistan with the blessing of everyone. Containment of China today is just a croak.
So they go into a defensive position, trying to retain as many allies as possible, get their act together, so that they can contain China at a later date.
At least this time their double talk is at least rational in a way.
CCP already believes in the outcome and probably will not do much of anything else, they probably will not do anything differently.

Biden admin’s priority should be containing Republicans. It is looking more and more likely that they will lose the majority in both houses.

They'll lose both houses during Trump's second term. The problem is not whether the Senate/Congress is Democrat or Republican but that neither party can deliver. As a result, people pivot towards the other party when it is election time.

Obama or the Clintons? regarding your concern about containment is it workable when you needed that country for your BASIC NEEDS, I agree with @siegecrossbow and @Crang the current economic situation and facing a possible MAJOR DEFEAT in the midterms is what driving the current policy. From my perspective there is an INTERNAL WAR happening within the DNC itself with different faction battling among themselves, this is a result of a weak or non existence POTUS, its dangerous , unpatriotic and self serving holding the rest of us hostage to satisfied their HUGE EGO and privilege.
